Double-shaft shredders use two counter-rotating shafts to pull in and tear apart bulkier, tougher loads, including appliances, structural offcuts, and mixed light iron, without the fines and wear associated with high-speed systems.

Hammer mills deliver the highest throughput and the most consistent, dense fragment size, and are typically used further down the line once material has already been pre-reduced.

As the government’s Steel Strategy pushes British steelmaking toward electric arc furnace (EAF) production, which relies on scrap steel as its primary feedstock, the British Metals Recycling Association estimates that UK demand for recycled steel could rise to as much as seven million tonnes by 2030, up from current domestic demand of under 1.5 million tonnes.

Most of the UK’s scrap is currently exported because domestic manufacturing capacity has not been able to absorb it, but that balance is expected to shift as EAF investment at sites such as Port Talbot comes online.

For scrap yards, this is a capacity question as much as a market one. Steelmakers buying for EAF production need a consistent supply of properly sized, well liberated scrap, not just high volume.

Yards that have already invested in shredding equipment capable of producing clean, uniform fragment sizes will be better placed to win domestic supply contracts as this demand builds, rather than relying solely on export markets that the BMRA itself describes as volatile.

Regulatory limits that affect your output ceiling

It is worth knowing where the regulatory line sits before you scale up processing volumes. The Environment Agency’s T9 waste exemption only covers manual feed shearing, baling, crushing, and cutting with hand-held equipment, and caps storage at 1,000 tonnes of waste at any one time.

Once your operation moves beyond that scale, or you are running powered shredding equipment as part of a permanent process, you will typically need a standard rules or bespoke environmental permit rather than relying on an exemption. Factoring this into your equipment planning early avoids output gains being capped by a licensing gap further down the line.
